In every organization effective personnel management practice is very relevant and cannot be over emphasized. Management has it as the primary source in achieving financial efficiency and prudence.
Effective personnel management practice can therefore positively or negatively influence an organization’s performance. In this case, it may result to a serious consequence in the internal control system and performance of that organization. To consider this fact, this study attempts to examine the influence of effective personnel management practice in an organization with particular reference to P.Z industries Ltd.

1.1 BACKGROUND OF THE STUDY
Personnel management practice is concerned with the acquisition, retention, motivation, development and use of the human resources of an organization. It is an integral part of total management (AKUBUJWE,1997).
As such it is the ultimate responsibility of the head of the organization. Within the various agencies of the an organization there is considerable variation in the organizational and occupational structures through which the personnel function is carried out, and in the role and relationship of personnel management to the total management process. These differences, which influence both series and grade-level determinations, are discussed below.
1.2. STATEMENT OF PROBLEM
Business organizations are facing increasing demands to improve the delivery of services. Some of these organizations do not meet up with these demands due to poor personnel management practices. Its my aim in this research to address this problems.
1.3. OBJECTIVE OF THE STUDY
The purpose of this research is to describe the

1.4. RESEARCH QUESTIONS
In an effort to get to the root of the influence of employee on the internal audit functions in an organization, this research is addressed to answer the following questions.
· Is there any relationship between effective personnel management practice and organizational performance?
· What role does communication play on effective personnel management practice?
· Is effective personnel management practice so important in an organization?
1.5 SIGNIFICANCE OF STUDY
The knowledge of the influence of effective management system practice will reduce the intractable problems usually associated with the organization under performance and thereby eliminate wastage and enhance productivity. This study will thus be significant in three:
(i) It will help other researchers interested in the subject matter here in Nigeria and other developing countries.
(ii) It will complement existing literatures on the influence of effective management system practice
1.6 SCOPE OF THE STUDY
This study concentrated on one business organization in Nigeria, the P.Z. Industries Plc and it is taken as a sample of such organizations in Nigeria.
However, attempt has been also made to show how this will impact generally on other business within the same industry.
1.7. LIMITATION OF STUDY
The major limitations to this research work are inadequate finance, time factors, locations of the Imo state transport company branches relative to my institution and others.

Internal control system – This is the whole system of control, financial and other wise established by the management in order to carry out and achieve the stated objective in an efficient manner. It is a management policies that must be adhered to safeguard assets ensure competence and accuracy of records.
Personnel: people employed in organization.
Performance- The action or process of performing a task or function
Management: The process of managing.
Organization- An organized group of people with a particular purpose, such as a business or government department.
